Caritas Filipinas made a public appeal for solidarity and assistance for about 20 million people affected by flooding.
The flooding that began in late July has claimed an estimated 2,000 lives and left about two million people homeless.
Caritas Internationalis and its affiliate organizations have expressed alarm over the food shortage and lack of potable water and medicine as the potential for disease grows.
Manila Auxiliary Bishop Broderick Pabillo, Caritas Filipinas national director, said the recent flooding unleashed the worst killer floods in 80 years.
The United Nations fears the death toll could still rise as many affected towns and villages remain inaccessible, while disease continues to spread among the survivors.
